The Efficiency Voucher II reopens for those who have been waiting (confirmation of interest on November 23) and the State Budget for 2027 reduces the budget for Environment and Energy. What is known, with official sources, and what to do now.
Every year, around this time, the same question comes up in conversations with customers: "is it worth waiting for support before moving forward with solar panels or the heat pump?" This year there are two novelties. The proposed State Budget for 2027 reduces the budget for Environment and Energy, and the Efficiency Voucher II has moved again: thousands of families who were waiting received an email from the Environmental Fund. We explain what is known, with official sources, and what you can do now.
In summary:
In February 2026, the Efficiency Voucher program stopped awarding new vouchers. Now there is a simplified mechanism for those who had already been considered eligible in the Efficiency Voucher II and were waiting, without receiving a voucher. According to the note published by the Environmental Fund on October 30, 2026, these families were notified by email, the rules will be available from November 5 and the expression of interest will be made on the Environmental Fund platform from November 23. No new application is required.
The news citing the Climate Agency's email speaks of a single voucher of up to 1,599 euros (1,300 euros plus VAT) per family, for a single solution: efficient windows, heat pump, solar thermal, efficient biomass or solar panels for self-consumption. The voucher will have limited validity once issued and is used with a qualified supplier. Always confirm the values, deadlines and the list of suppliers in the email you received and on the official page of the program, because those are the ones that count.

The proposed State Budget for 2027 (OE2027) was delivered to the Assembly of the Republic, with the final global vote scheduled for November 24. According to the proposal, the Ministry of Environment and Energy will have around 2,265 million euros of total consolidated expenditure in 2027, a decrease of 3.2% compared to the estimated execution for 2026. The reason given is the end of the Recovery and Resilience Plan (RRP), which financed much of the support in recent years.
The environmental association Zero criticized the proposal, considering that it wastes the opportunity to accelerate the ecological transition. In practical terms, and as of the date of this article, there is no confirmed budget in the State Budget 2027 for new support to families for solar panels, heat pumps or air conditioning. This does not prevent occasional warnings throughout the year, but it makes a program as generous as those at the peak of the RRP less likely.
In January 2026, the Government announced a voucher for the purchase of solar panels for self-consumption, with payment made directly by the Climate Agency to the supplier, in the E-Lar model. In July, the minister herself admitted delays. At the time of this article, the notice remains unpublished and there are no official values or dates. Our recommendation remains: do not build your plan waiting for a date that no one can guarantee.
An example of a project that we installed this year in a house in the Guimarães area, designed to cover a good part of the consumption of a house with electric heating in winter:
The client decided to move forward because the project, sized to the actual consumption of the house, already made sense in itself. With a battery of this size, it covers a good part of the night's consumption in winter, when the bill weighs heaviest. If tomorrow a support comes out, those who have not yet invested gain from it; those who have already invested are saving from day one.
